Its NOT the PC to PS3 connect problems.

It's just that Microsoft Specially said that,

They will NEVER allow Mods on games in X360.

You will Never be able to upload your maps you made and play it on X360, Never will happen.

and Epic Games (Unreal) doesn't like that.

But PS3 allow mods all the way, which is good.
