Why region lock matters: China has very strict censorship and no rating system, which means very few games can be release in the domestic market. If Sony can sell unlocked consoles, gamers can play imported games and it will be a good start for the whole gaming market in China. If Sony cannot, then gamers would have no reason to buy Chinese version consoles. Importing one from Hong Kong or Japan is cheaper and more games are available.
